Dear Friends and Colleagues,

This edition of the 13 th IEEE International Conference on Communications, “Comm 2020”, organized by the Military Technical Academy “Ferdinand I” and “Politehnica” University of Bucharest, under the aegis of IEEE Romanian Section and Romanian Academy of Technical Sciences, is going virtually because of the risk associated with Covid-19 pandemic. It is a new experience which hopefully will be interesting and exciting for the authors who have been chosen to publish their research results in the Proceedings of Comm 2020. It will be sent for inclusion in ISI database and the papers presented at the conference will be published in IEEE Xplore.

The main conference goal is to provide to scientists, to PhD students and to faculty members a forum to debate and to share the outcomes of their research in the field of telecommunications, electronics and information technologies.

As a military polytechnic university, Military Technical Academy “Ferdinand I” values education and research at the highest standards in order to meet the requirements of the Ministry of National Defence and of the other structures from within national security system. To this end a lot of investments have been made to acquire high quality laboratory equipment in the ITC domain and 3 new research centres had been created in this field.

The research and education in our universities are strongly supported by the international cooperation in the framework of Erasmus + programme and based on bilateral agreements, such as those with NATO Communications and Information Agency and European Defence Agency signed by Military Technical Academy “Ferdinand I”, in order to develop joint research projects and to provide to our students the opportunity to work in an international environment.

At this edition of the conference 121 papers have been submitted by authors from 21 countries. After a careful revision carried on by over 90 well known experts, 93 papers were accepted for virtual presentation at the conference.

We take this opportunity to extend our thanks to the members of the Department of Communications and Information Technology and the Department of Electronic Systems and Military Equipment from Military Technical Academy “Ferdinand I”, actively involved in organizing this edition of the conference, and to the members of the Department of Telecommunications from “Politehnica” University.

We are grateful to all members of the Organizing Committee for their long term enthusiasm in organizing the conference, to the Technical Program Committee (TPC) for their effort to review the papers, to the sponsors who support the conference and last but not least to you, the authors of the papers, for choosing this conference to present your scientific contributions in the ICT domain.
